Roger Brown is a Professor of Higher Education Policy at Liverpool Hope University.

Until his retirement in 2007, he was Vice Chancellor of Southampton Solent University, where he was also Professor of Higher Education Policy, and he retains an active research interest in the field.

He was until August 1997 Chief Executive of the Higher Education Quality Council and was previously Head of Research and Strategy at the Committee of Vice-Chancellors & Principals, Chief Executive of the Committee of Directors of Polytechnics, and Secretary of the Polytechnics & Colleges Funding Council.

Prior to that he was a senior civil servant in a number of government departments and an administrator with the Inner London Education Authority.

He has written on a wide range of higher education topics. His next book, Higher Education and the Market, is due to be published in May 2010.
