HEPI / HSBC embargoed roundtable lunch on ‘targeted tuition fees’

HEPI will be co-publishing a report on Targeted tuition fees: is means-testing the answer? on Thursday 20th September 2018, which focuses on higher education financing from an international perspective. The report has been written by Alex Usher and Robert Burroughs, both based in Canada at Higher Education Strategy Associates. The paper discusses the idea of targeted free tuition – the concept that, while tuition fees backed by income-contingent loans can improve access, they still do not do enough to help people from the very poorest households who are the most debt averse, so targeted free tuition assumes some people should be partially or wholly exempt from fees. The approach is gaining popularity in different continents around the world and the report explores examples of its use in different countries. The issues discussed in the HEPI paper are particularly topical given the forthcoming Review of Post-18 Education and Funding.

At the roundtable lunch on 12th September, kindly hosted by HSBC, HEPI aims to bring together senior colleagues from the higher education sector to discuss the topic and explore the issues raised by the paper. The HEPI report’s author, Alex Usher, will provide an embargoed briefing on the report with a response from Dr Lee Elliot Major, Chief Executive, The Sutton Trust.
