He helped to shape the higher education system generally by heading funding councils, most influentially the Higher Education Funding Council for England (HEFCE).

Sir Graeme was also chair or trustee of many learned and charitable organisations, including HEPI, where his wisdom, drive and good humour were highly appreciated. He also made numerous contributions internationally providing strategic advice on policy and research development to institutions and governments in China, India, Seychelles, UAE and Brazil. A widely published metallurgist, he held professorships on four different continents, received a dozen honorary degrees – and was elected to Fellowships of the Royal Academy of Engineering, the Royal Society of Edinburgh and the Royal Society of New Zealand.
