Emma Campbell is HEPI’s Director of Partnerships.
Prior to joining HEPI in February 2026, Emma held a range of roles across the UK Civil Service, the charity sector, and the University of Oxford, most recently as Deputy Development Director at St Hilda’s College, Oxford. Emma brings extensive experience in donor relations and fundraising, governance, and national and international strategy and policy work. Emma also sits on the Board of Directors of the Human Dignity Foundation, a grant-giving foundation that focuses on protecting and promoting children’s rights.
