As students pay more towards the cost of their education, questions are now being raised about whether expenditure on higher education (both personal investment and public expenditure) is so obviously a good investment as before.
The balance between the public and private returns is likely to have changed. At the same time, there is growing research evidence that does not appear to have been taken into account as policy has developed, that the salaries of graduates have not been increasing at the rates they once did.
At a recent policy seminar, HEPI brough together a range of experts on the rates of return from HE to explore and shed light on these issues.
